VUSD Announces 2025-2026 Master Planning agreement with award-winning Architectural Firm JKAE.

In Fall of 2024, California voters passed Proposition 2, the new statewide School Facilities Bond funding program (SFP). In order for school districts to access these state dollars, the Office of Public School Construction (OPSC) is requiring each disttrict to complete a 5-year Facilities Master Plan. For the first time, OPSC has set forth standardized criteria for what must be included in these plans in order for projects to be funded. VUSD completed a master plan in early 2024, but it was not Prop 2 complaint, nor to the level of detail required by the new law.
In May, 2025 VUSD issued a request for proposals for, Prop 2-compliant, master plannig services. Seven firms submitted proposals, three finalists were interviewed by a panel of district leaders, and JKAE was selected. The district considered many factors in their decision including relevant past experience, final product specifications, community engagement strategies, and cost. A final agreement for master planning services was approved at the September 11, 2025 Board of Trustees Meeting.
In February 2025, JKAE, along with collaborators AECOM, VM3, and the San Juan Unified School District, won a Leroy F. Greene Design & Planning Award of Excellence for the San Juan USD 2024 Facilities Master Plan. This award, presented by the CA Coalition for Adequate School Housing (CASH) and American Institutes of Architects (AIA), recognizes excellence in school facilities design and planning. The award-winning SJUSD plan is a digitized platform designed to help school districts manage assets and connect facilities to educational goals, utilizing a data-driven approach for prioritizing modernization projects. VUSD is excited to enter this partnership with the goal of producing the best possible Master Plan that fits the needs of VUSD and the broader Vacaville Community.
